Create a new layer. Make a circle just like in the image. Use these settings for the Smudge Tool. Start smudging from the center Smudge it until it looks similar to the image above.

It’s time to turn this pretty girl into an old hag, by adding wrinkles First open the image in which you would like to apply the wrikles in it Now zoom in to the image and then with burn tool start painting over the minor wrinkles ( this will reveal them )
