Select the wheel.
Go to Filter > Blur > Radial Blur. And use these settings.
Do the same with the other wheel. Copy the whole image and save
it as ‘image 001′. Select the wheel again and rotate it X°.
Save that as ‘image 002′.
X=360/(A*2)
‘A’ depends on the wheel, in this case ’5′.
X=360/(5*2)
X=360/10
X=360/10
X=36
Paste the two images. Make two frames. Make ‘image 002′ invisible in the second frame.
